I'm trying to fix a Victa Tornado. It would start but over-rev so I presumed an air leak. I replaced the o-rings in the pull starter, the intake and carburetor mount. Now it will start first pull but still revs too high (maybe a little less than before) but I don' have any throttle control. The cable is seated correctly and moves properly when the control is moved. Any ideas where to look next?

The other thing is the muffler is too loud. There is no gasket fitted between the exhaust and the muffler. Should there be one?
