Bolens cut quality

Hi I am new to this site and am after some info on my Bolens 3046 which uses a Troybilt 42" deck, problem is poor grass cut finnish sort of leaves slight wind rows, all cutter move in the same direction, I have had the blades off and have sharpened them as instructed with square ends the lengths measure corectly
Was this an issue with these mowers, any answers appreciatted
