I find that very often, the journey is the reward.
Carbies are a bit like magic sometimes.
It runs, so mechanically it's cool. All that's left is fuel and air delivery.
Start from the beginning and check all of the seals first. An air leak can be the horror of hard to diagnose issues. If there's juice in the bowl then you have that. I really hate those throttle down the intake system as I can't diagnose with a bit of wire on the throttle and a Pod on a hose air input.
Do a full carby kit. Seals needle etc and then test, the kits are cheap and you can do it on dining room table while watching TV if everything is clean.

Now become an airbender (no, not Adrian Newey) and check all air paths.

If you think a Victa is tough you should try triple 45 Webers. They'll make you cry.
