hey , ok so .. once you get it running does it run on its own fuel from the carby or does it just run until the fuel you give it down the plug hole runs out ? . did you give the jet a good blow out ? the governor set up is hard to put into words but basically if you gently turn the vane left and right without forcing it past where it stops , the butterfly in the carby bore should open and shut if it does this it should be okay. sounds like the little rod that sits in the cylinder for the muffler clip is missing.
