It called doing the static governor adjustment.
To clarify this a little.
You rotate throttle vane to to full throttle position while the governor arm movement. Then you rotate the cross shaft in the same direction until it stops then you tighten the clamp screw. This takes the play out the governor setup.
Note some cross use flat blade screwdriver and others a very small hex socket.
