Are you referring to the governor bell crank (cross) shaft? The one in images 2 and 3. If so you already got it out and put it back is the reverse. The only fun part is replace the bushing if need as it got to be pressed back in and use appropriate reamer. The last bushing I did on a governor the reamer was smaller than what the service manual said to use.
I don't see very many broken governor shafts though I have seen a couple that have peen on paddle to be loose.
