Sorry if I am stating the obvious, but have you 'preloaded' (for want of a better term) the gov mechanism.
I can't remember which way from memory, but (with engine off) you move the governor arm so you get full throttle on the carby, undo the gov arm clamp, then gently turn the gov shaft one way with a flatblade screwdriver, then retighten clamp
