Hi Guys, First post, great forum by the the way - been reading lots of posts, but just want to see if I can get some good oil on a friends Victa I'm helping with. This mower was hard to start, ran ok, and started reliability when warm. So far I've cleaned the carby, found the gasket on air cleaner to carby was not sealing so pretty sure the no start problem was the primer bulb not filling carby with fuel (no choke on this). What I need is as I have taken the gov arm off - was loose (feedback from engine?) - is there a way to static set it or make sure it is in right position before I start up? Also the spark plug that came out was (ngk) BPMR7A - smelt really strong (burning/carbon) and wet - is this the right type? Engine details 12f802-1911-b1 00110858

Crossing the Briggs part for this year range the plug should be NGK BR2-LM .
Static governor fairly to do. Place and hold throttle vane in wide open position while observing which way the governor moves. Now loosen the retaining bolt and continue rotating the shaft in the same direction until it stops then tighten the retaining bolt. This should do it.

Yup, AVB has it. The BPMR7A is a fair bit 'colder' plug than the correct BR2-LM, and will foul easily. Some more detail on static setting the governor, from the Briggs FAQ: Adjusting The "Static" Setting On A Mechanical Governor
The following procedure eliminates play in a mechanical governor between the governor crank (the arm that protrudes from the crankcase) and governor system components inside the crankcase. This procedure does not apply if your engine has a pneumatic governor.
1. Loosen the clamp bolt on the governor crank until the governor lever moves freely.
2. Move the throttle plate linkage until the throttle plate is wide open. (To find the wide-open position, first position the throttle lever against the idle speed screw or a fixed stop plate. The throttle is wide open when it is all the way in the opposite direction.) Note the governor arm's direction of rotation as you move the throttle plate to the wide-open position. This is important for the next step.
3. With the throttle plate wide open, use a nut driver or wrench to turn the governor shaft in the same direction that the governor arm traveled.
4. Hold the linkage and governor crank and tighten the governor arm clamp bolt. Move the linkage manually to make sure there is no binding. You are correct on the air cleaner gasket too; the primer relies on a good seal there, to pump air into the float chamber via the vent.

Thanks for the info, especially on the governor. I've not seen a mower with no choke, added mechanical governor - at first I thought it was missing something! I shall be re-assembling this weekend so see how reliable she becomes. With the spark plug that I will replace - would it be .020 or .030 required? Checked the one that came out, apart from smelling strong it was gapped to .010!
