This is the only photo that shows the clutch lever under the two cogs that slides up or down ( in the photo ) and is heavily spring loaded on the cable side to keep it disingaged which I don't have a photo of. Ignore the cog setup as it was wrong at this point.

well i got this to run today.

the fuel tank was full of milky fuel and water so drained that and took the bowl off the carby and blew it all out.

i still dont have a starter for it so i decided to hold one in place from a chonda engine, that seems to work good enough for now.

it seems to be stuck in one gear but i will deal with that later at least it does work when i pull the clutch lever.

because i dont have a throttle cable for it i just cable tied the throttle open and the choke closed just so i could hear it run.

couldnt mow with it though as there is no air filter, was great to get it fired up though.

with a few parts this will be a great mower.

Unless the gearbox has been tampered with it should be a simple adjustment at the throttle control box end, if you look in the photo above the the cogs are put in wrong and only giving one gear to work. If it only gives you one gear when selecting one or two but still works at the same speed it should be throttle end problem.
