Hi Arthur, the engine corresponding to those numbers is 8 hp, not 4 hp. We need pictures of the engine and the ride-on to get involved in this. There are multiple design variations we have to understand to diagnose the fault. Meanwhile here is the illustrated parts list:

And here is the operator's manual:

The engine was made on 6 January, 1984.

To post pictures it is usually easiest to use the fifth icon from the left in the line of icons right above the quick reply window. Just follow Bruce's directions in this thread:
https://www.outdoorking-forum.com.au/forum/ubbthreads.php?ubb=showflat&Number=45852&Searchpage=1&Main=8258&Words=%22quick+reply%22&Search=true#Post45852

We need the pictures because there are several things that could be causing the problem, in your fuel system. Unfortunately each of those things involves either having or not having an optional feature on your engine. We need to see the whole fuel system from the tank to the carburetor, to see if it has the optional fuel pump and/or the in-line fuel filter, and which type of fuel tap it has. If it has the pump, we need to know which configuration of hoses it uses and where it is mounted.

Thanks Arthur, so far we know you have a large one-piece Flo-Jet carburetor and you have the multi-turn fuel tap, not the quarter-turn one. Now we need pictures back along the fuel hose shown in your second picture to find out if it has a fuel filter, and if it goes to a fuel pump.

Its a rover colt 8, be very gentle on that gearbox, otherwise a pretty solid unit.

It's very simple, which hopefully means less to go wrong and less to fix. However as Joe said, using a gearbox means there is one rather vulnerable item that is expensive to repair. I don't like slipping-belt clutches either, because they wear out belts and pulleys fairly quickly. For a ride-on to keep using when it is 20+ years old, with only home repairs, I like the Greenfield design best of the ones I've seen. That isn't because it is marvellously reliable, it is because it is easy to fix, year after year.

In the colt range there was a 5hp variant, while it sounds quite underpowered, I have personally used both and both go quote well, the 8hp was pretty unstoppable in heavy growth, where the 5hp was great for a maintained lawn or dry tall grass.
