I�ve found the problem. The Clutch Oper. Sleeve, number 73 in the manual. This had a smaller ID than the shaft it goes over, item 66.

I opened up another mower (SB 45) I�m planning on restoring and the shaft OD (Item 66) was 14.11mm and the sleeve ID was 14.25mm. As the Sleeve ID is bigger it allows the clutch to slide on the shaft to engage/disengage.

What�s interesting is my mower is a Rover. The sleeve is the original part and the shaft, item 66 is from a Scott Bonnar. So maybe they changed the designed a little or quality control of Rover is/was not the best.

I�m going to contact the ODK store to get them to measure one and if it has a bigger ID than the shaft I�ll get it.
