Probably wasn't quite clear in my explanation
I should have said owner of machine filled them up ready for the guy who brought them to me to use
As the owner said they are 'all ready to use', we were both shaking our head at the situation
Man who brought it over was quite happy to pay for an oil change and new air filter and 15 minutes for my time, but didn't want to do a new throttle cable blades or muffler (fair enough since its not his mower). It is now at least safe to slash down his grass for an impending rental inspection.
