^ oztaylz, check the governor diaphragm under that round clip-on cover on the side, check it's not punctured or badly creased and see that it's sitting correctly all around the rim before clipping down the cover again. Also double check that you haven't attached the other end of the vacuum line to the decompressor valve instead of the nipple adjacent to the engine fan.
Ahh, if only victa had kept producing the thumblatch catcher series, they would be in better shape today!
