The hook might be an edger; but I'd say that this is most likely a very rare vintage 'cemetery mower', used for mowing between grave plots.

No, not a cemetery mower - but a lawn trimmer and edger.

This goes to the issue of lawn aesthetics and the development
of what we know as lawn trimmers - I guess, the line trimmers we see today.



This may help with the function of the side furrower(?)
I wonder if it has been mounted back-to-front on Ian's machine?

In truth, the only use I could think of, for a mower of that width of cut, was the cemetery one - and it wouldn't surprise me if they did indeed see use there.
