I have a mid 90's Victa standard that is running rich. It starts first pull, but likes to sit & chugg for 15 seconds, then it goes like a rocket in a cloud of smoke. I have changed plug, air filter & used fresh fuel. I have cleaned the carby & replaced the needle. From the motor to the top of the snorkel appears well sealed & the thottle moves freely. I am out of ideas.

The bet is that your rings will be worn and need replacing and if you do that you may as well replace the bearings and 'O' rings. Cost to do this would be around $80.00 max in parts.

But before doing that can you check one thing and that is the air filter because you said that it is running rich. Make sure that you have not put it in upside down or the pre cleaner is not covering the inlet hole.

Without more detailed information it is hard to give you correct information.

Did you get information from the parts list and manuals area on how to service the carby?
