After a very long long search I have finally managed to find the third and last model Consul 2.
It's not in great shape but it is certainly savable.The engine was seized and not much can be saved from it,but the base isn't too bad just a piece missing from the front and a small crack which will need to be welded,just a small price to pay for such a rare mower.

The only thing I need to find is another top of the crank case as one of the bolts broke off and I just can't get it removed.Here's some pictures I'll put it in the wanted section a little later. Basically it is the same as the ones that had the front air box except the holes were not drilled and tapped out.If someone has one they don't need please let me know.

Blumby, easy fix that one, cut the broken bolt off flush with the base, center punch the center of the bolt, put a 1/8 inch drill through the center of the bolt, then run a 3/16th drill through it, then tap it 1/4 whit and job done

Thanks NormK that would work expect I don't have a tap and die set,other wise I would give that a go.As I don't think these crankcases without the holes drilled are easy to come by.

!/4 inch tap whit tap is cheap and I can't imagine how you do this sort of work without a couple of ww taps

Norm, aren't the WW and UNC the same at those smaller sizes? Or are they 55 and 60 degree cut on the thread? I'm quite sure the pitch is the same until they get bigger and then they differ? I'm just thinking if they are the same then an NC is easier to come across than a WW (around here anyway).

Yes Slash, both will screw into each other but as you say the pitch is slightly different. Easy to get a tap here.

Actually it's quite easy I haven't had a lot of problems with threads before.This has only been the second time I've had a problem.Generally with bolts breaking etc I've usually been able to get them out.However this time it hasn't worked.So I've never needed a tap and die set.I mean if I not going to use them,then why buy them?

Fair enough then, now how much are you prepared to pay for postage, I'm sure I have quite a few of those engine cases here, there is a pile of early 2 stroke Victas sitting in my shed, I rarely look at, or send me your case and I will repair the thread, or you just buy a tap for $7. Lots of options there.

Thanks NormK I've just got a couple of things that I'm going to try first.If it doesn't work then I'll let you know if I need another one.They were on a few other models from the same time period.
