Hi Mike,
I have just acquired one of these beasts last week for free. Rescued it from the dump. Mine had the same problem that I have resolved quite simply.
Heres the post

I have since got in touch with a mechanic mate of mine and he put me onto a brake specialist.
They can replace the clutch surface but they need it to re bond. The fella at the brake place said he has done a few old rover rangers and seemed to know what he was talking about.
A few apparently pretty good mower joints here in SA knew bugger all about what i needed or wanted to do and were not interested in helping.

F.Y.I. the brake place quoted $138 to do the whole lot. He guaranteed it would be as good as the day it was made!

Hello all Contributors,

Yes, 'in the day', when Rover was a real Australian manufacturer, they offered
an exchange service. A lathe would re-surface the hub for re-bonding of a brake
lining material. A quick respray and another exchange ready.

Today, the only option, I guess, is a brake specialist (as said here).
A member should be able to help with set-up. The main thing is that there is
clearance with the selector in the neutral position.

This was Rover's first ride-on, introduced in the mid-1960s.
A very rugged and loved machine (with hilarious scrubber brakes).
