No not before giving it a hone and new rings, not much to the power torques,
you may as well pull it down and check it out, you should only need a set of rings, a top o-ring, and a head gasget.
does it fire like its going to run or just sort of pop and nothing?
block your decomp hole with an old spark plug and turn it over there should be 2 distinct resistances crank case comp and cylinder compression. even try and start it it if you want.
if it doesnt run you can rule out your decompressor
