I Have a 1976 Homelite Super XL 12 chainsaw with a Bow blade and just put a
repair kit in the SDC-62 Carburetor after all these years. It will crank good
but I can't get the engine to plane out to top speed. Can some one tell me
a procedure for adjusting the Low and hi end of the carburetor with the
adjusting screws?

Jerry, adjusting chainsaw-style carburetors, whether on chainsaws or on brushcutters or leafblowers, is something of an art. The procedure is set out in the various manuals, but from where you are at present, there are two main steps I suggest you follow. First, go to the SDC manual Deejay referred to and look at page 6. Follow that procedure to get your metering lever setting right. This is not normally necessary, but you have replaced diaphragms so it needs to be set now.
Second, download the Walbro technical manual, here:

On Page 20 you will find a more detailed tuning adjustment procedure, reproduced below:

That procedure on Page 20 should apply to any Walbro diaphragm-type carburetor, and I tend to use it as a basis for tuning other brands as well.
