Carb Adjustment?

I just put a Victa mustang 160cc back together and when i started it i had no control over the speed. To turn it off i had to turn the petrol tap off and run the carb out. Is it a carb adjustment?

What sort of carburettor is it? Is it an early model Metal/Zinc Carburettor or is it the later model Plastic Carby.
