I am trying to change the blades but cant tighten them they still are loose but wont tighten any more. Any suggestions. It is a 4 cylinder Victa Commando mulch and catch (4 blades)
Do you have the correct bolts? They are supposed to have an anti-rotation feature: either a flat on the side, or a strange shape with fins sticking out the sides. If you have the wrong bolts, you'd get what you are getting. If that's the problem, the solution is to remove them (Vicegrips on the head, for example), then replace them with the correct ones.
I'd really like to see a pic of a 4 cylinder Victa push mower. Sounds like the previous owner was Tim the Tooman.
I think he means they fold back in after tightening. They're known as swing-back blades, as centrifugal force makes them swing out in place whilst the engines running, but if the blades strike something solid such as a rock, concrete etc, the blades swing back and reduces the impact-damage.
Least ways it sounds about right
