mower man, this is a line drawing of the 60102 carburetor. The thin, horizontal projection from the left side is the choke. You grab it with thumb and forefinger and pull it to the left. It doesn't come out very far, but it shuts off the air intake completely, like a chainsaw choke. As soon as the engine fires, you need to push the choke back in.

Thanks grumpy,on the handle bar,my choke control is incorporated with the accelerator control.when i bring the lever back to the choke word the choke does activate.it might just need a small adjustment,i will have a look...ken

I haven't understood your explanation yet. In the picture I seem to be seeing an old carburetor the same as the 60102 one, with a manual choke. The choke is pulled right out in the picture,which would give you full choke, but it is also rotated about 90 degrees, which you can't do unless it has been broken. Perhaps someone has done something desperate to it, and you need to repair it to make it work again.
I can't imagine the carburetor having two chokes, so it sounds as if you have the wrong speed control fitted, and it shows a choke function that would only apply to some other carburetor that you don't have.

mower man, does your choke linkage look something like the diagram below? If so you have a Lever-Trol choke, coupled to the speed control as you said in the first place. This version has the choke device installed at right angles to the way it is on the 60102 and most other engines that use that carburetor. These are the adjustment instructions from the B&S manual:
Place lever in choke detent; if choke is
not fully closed adjust nylon nut (with
socket wrench) until choke just closes.

Hi grumpy,yes thats the same set-up,i went out the other day,took off the air cleaner activated the throttle lever to choke and there was about a 2 mm cap of choke not fully closing,so i adjusted the outer cable sheath a tad and now the choke fully closes.with a 24 hour cold engine,placed throttle in choke position pulled the starter cord and away it went.as soon as it fired i opened the choke to half throttle and she runs sweet.after a simple adjustment saved me a lot of grief of a re-build so thanks for the info...ken yay
