VD, It depends on the cylinder block because it needs a cut out (about 2") on the casting for the starter to fit as well as a special flywheel in order to work.

If you can find a "victa sports" mower, generally painted in red the flywheel is already fitted

Dont know the size of the drill needed, etc,
I have 3 victa keystarts, looking closely at them you would need to get the bolt holes you drill perfectly straight to avoid chewing out the plastic starter gear.
as for the wiring, its pretty straight forward apart from the charge circuit, one wire directly to the starter the other goes via the switch.

If this project does not end up going ahead I would be happy to buy the parts off you for the price you paid, it would be good to have some spares around

It sounds as if the position of the mounting holes for the keystart controls the center distance between the flywheel gear and the starter gear (which is plastic). If that is right, the center distance would need to be correct within a few thousandths of an inch (unless you wanted to use up a lot of starter gears). It sounds more practical to somehow find a base engine that already has the holes in it (it may not need to be in good condition in other respects). Otherwise you would need very accurate dimensions for the hole positions, and the drilling job would need to be done on a milling machine. This seems well beyond the normal scope of home conversions.
