AMC Explorer 2 drive belt slipping on slopes

Just fitted a new ground drive belt to am mates AMC he was complaining about squealing when going up slopes so on inspection seemed belt wasn't contacting pullies correctly so fitted a internal cogged belt as pullies aren't all that big but still slipping belt is going around pullies nice and snug and making contact still slipping on slopes anyone had the same problem ?
