Need some help with this old Pope I have:
So thinking something is missing as far as a throttle cable?
Also there are 2 holes in the right side of the handlebars, was this the throttle position (which is opposite side to the carb)?
Need a couple of parts if anyone has any

I don't know how to answer your questions.

I have no consistent information of throttle and snorkel placement,
and throttle placement when no snorkel was required.

It's not a great scan, but I attach this model's chassis parts list.

Thanks Jack. It seems there isn't a whole lot of known info out there on these mowers?
It's interesting that the parts list shows an impulse type starter and a lever throttle...mine certainly appears original with the pull starter, and there's no sign of there being a throttle lever clamped to the bars, just the two holes on the opposite side?
