If at the transaxle the shifter maybe corroded in place. Transaxle breakdown are on the PDF pages 44-46 on the link. It should fairly well be the same even though the IPL is for the K2 and M2. However it is wise to find the matching IPL for the S version.

As for the lever on the engine I suspect it is the safety flywheel brake. Probably disabled.
