What does the stabiliser bar actually do? At the moment, it is horizontal, secured with a spring clip.
The 'stabiliser bar' is used to control the cultivating depth, and also the forward speed, when digging. The horizontal position is for transport; i.e. when wheeling the machine around. The bar is dropped down to the vertical position when cultivating.

It's good that your machine is so complete; this bar is often missing from used machines, removed by previous owners who couldn't work out its correct use. Its absence makes the machine rather difficult to use!
I'd doubt that many parts are still available for these machines, except engine parts, as they are getting quite old.
