Maybe a tank in front of the firewall like a Viking mower? Otherwise, a fuel pump would be required.

The governor spring should hold the throttle butterfly wide open when the motor is stopped. There should also be a slide mechanism that the hand throttle cable connects to in order to regulate the revs. What happens when this motor is running?

It depends if the throttle cable slide boss moves without the cable on. Usually they have some resistance. Depends on how it's all been put together I guess!

If possible a picture of the control mechanism would be helpful. (I presume it's a clone of the Honda GXV390)
