Thanks Norm but I do a bit of welding myself. I was thinking of welding it up but it's rather rusted and surprisingly full of dirt and crud. I picked up an old base with the axles and handles from the scrap bloke some time back because the handles and pivot mechanism, while not 100% were much better than mine. Looks like it must be time to clean it up and paint the mower......
