Briggs engines with the Pulsa-Jet carby can take quite a few pulls to get started, after the carby and tank have been off.
That's because the well in the tank top [the one the short carby dip tube goes into] has to be filled up with fuel by the pump before it can run continuously. If the pump diaphragm is old and stiff, it can be a slow process.
I'd replace both of the diaphragms, while it's in bits, personally.
