Sorry this must be frustrating trying to explain via messages. I'll try again. clutch is in off position. I pull the cord the housing of the clutch turns but the actual cone does not spin and there is no vibration. Once the mower gets going it sounds like the cone /shaft is trying to turn. And it actually starts to turn a little and after 30 seconds the blade ends up spinning. I'll try doing little adjustments on the arm that pushes the cone in.
