As for the filters, im assuming your using the tiny inline ones from auto shops? The problem with these filters on a mower is that the fuel is gravity fed and may not have the pressure required to push the fuel through this type of filter. The Victa tap should have a filter integrated and is made for a gravity feed system. If you add another filter your going to restrict it greatly. If you cant freely/easily blow through the inline filter, then don't use it.
In regards to your 18,
As it stands its a Model 4 Standard" with a later Model 5 Series 3 engine. Snorkel Air filter and tap are Non factory fitments.
A big bonus is it has a good set of AM wheels, that will save you quite a few dollars in your resto.
Correct engine serial for this Model can range from 110,000- 300,000+. (This includes automatic serials)
