Yes...

If the muffler is already off, hook the curved side of the retaining clip under the engine bolt first. Put the muffler on and pull it back on an angle so you can slip the clip side over the muffler lip.

Now move to the top and repeat the process. Clip to engine side first, keeping tension on the muffler unit and draw the clip over the top muffler lip.

There is a fair bit of tension, and either a clamp on the upper lip will help, being careful not to put it directly on the flat of the muffler.

Or use a rod or bar to pass through the clip hole and pull it back and over the lip...

It's not a Mower I normally work on, but I've done a few. Maybe other members will have better or more correct way to fit it.
