Aussietrev: Unfortunately it is not. It is indeed a spacer washer that is mounted up flush to the end of the shaft as a stopper washer. Or whatever it properly is called. "Stopper washer" just popped into my head. Stops things from falling off the end of the shaft. It needs to be removed from the other end.
I actually did start to cut the edge of this washer thingy with a 0.7mm angle grinder cutting disc, just to see what was underneath. Underneath says that the lower section of the shaft is thinner in diameter than that of the top bit that you can see. If I cut that stopper washer thing right off, the bearing , plate and pulley would still not come off due to spline bit being larger in diameter than their ID.
