Your engine has a Pulsa-Jet carburetor, with a built-in fuel pump, and a small "well" which the pump is supposed to keep full of fuel. It sounds as if it is not doing so, which means the carburetor will have to be removed, dismantled, cleaned, and probably have the pump diaphragm replaced. This is not a difficult process but does have to be carried out carefully.
