Powder coating is best...Spray gun next.Spies Hecker is extremely durable in the industrial versions..EG "CATerpillar Yellow". Killrust in the "One step" I prefer. Its the best of the spray enamels. Will still chip and sometimes doesnt like fuel. But for static displays its perfect. Has a very deep glossy finish with very little blemishes and hides more than most.
Super cheap often have 2 for $20 specials,so I stcok up when i can...price range is generally from 13 to 16 a tin. As for clear coates or the like...Your choice But in spray form not that effective or needed. You will find alloy base models should hold better than bare steel. You can run some stick on alloy tape under the fuel area if it suits,might offer a bit of protection and is very adhesive....
