OK, so it turns out the actual number of this carby is "3D" this can be seen above in the arts list, note the first item on the list, "Carburettor Assembly - 3D".

I have also found a little more info, the first is reference to which engines used it, the first section of this page:

So you see the items listed are the ones that differ from a standard model 4 engine, now I tracked down one of them, the '7B' air cleaner, which looks to me like the one familiar to the early outboard victa engines.
