Howdy, provided all the seals and things have been replaced correctly, I suggest replacing the cutout plug. I've come across this problem before, and the way I fixed it was by fitting a long cutout plug in place of the short one.
In an emergency, I find it easier and quicker to pull the lead off the spark plug.
