tubby, I think we need two more photos. First, you've told us the handbrake mechanism has been removed from under the mudguard. Can we see a picture of where it used to go, please? Second, your picture of the footbrake is too far out of focus for us to see what has happened - it could be a clump of grass, as far as I can tell from the picture.
If the handbrake is mostly missing, you will need to find either a wrecked mower the same as yours, or the missing parts at a Cox dealer. If it is just one or two simple parts missing, we need to see where they should be and what they connected to.
So far as the footbrake is concerned, it may have self-destructed, or there may just be a pin or link disconnected. We need pictures of good enough quality to show us what has happened.
