Yes looks like an early seventies or late sixties Masport with a D400 2 stroke motor https://en.wikipedia.org/wiki/D-400_engine#:~:text=The%20D%2D400%20series%20engine,for%20Lawn%2DBoy%20and%20Masport.

The later D400 motor has a plastic air filter housing and plastic flywheel cover and earlier D400 motors have
the recoil starter on top of the flywheel.

This mower base was still sold here in the eighties with a briggs 4 stroke .
