There should be a hole on the other side of the mower frame base Norm to get an Allen key through into the bolt ,if not I would drill a hole as the bracket could have been put together with the pulleys then the bracket was welded on.
The other 2 vertical pulleys, it may have been easier to remove the 4 bracket bolts to get the assembly out then remove the pulleys.
