Easy way to test if you have the hoses are on correctly is to only leave the hose that has the filter in the tank connected to the carby.

Then the other hose that goes from the carby to the primer put it on one side of the primer and then prime. If the fuel is forced out the other outlet of the primer it is in the correct position but if not put the tube on the other side and fuel should come out of the other outlet.

Did you replace the screen filter in the carby? cheers2
