Hard to win footy matches when the goal posts keep shifting. Sounds like the wife is sweating ever so slightly.
I wouldn't bother doing anything else until the revving is sorted out and go from there depending on your plans for it. Sounds like it has been tinkered with and it's not unusual for people to tip them too far onto their side resulting in some oil getting into the exhaust, hopefully that's all it is and it will burn away.
