i picked up this mower of the council cleanup, it has a victa rotomo engine on it but unsure what the base is or if it evens belongs on this base

Hi Perry, unfortunately your pics haven't uploaded to your post, and, as Photobucket images are removed after a certain time, they do not auger well for archival purposes and for members researching your threads.
