I have a side pull FC self propelled with a suspected blown engine seal as it has spark but won't start.
The self propelled part is stuck on and the cable outer has detached from the black lever on the RH corner, causing the whole cable to move with it.

MF, my from what I can see the drive is spring loaded so it should return to the disengaged position so it sounds like your cable has rusted in the engaged position
