I can only add these provisional points ...
I am convinced that
IBC did not made this mower.
Of course, they never claimed that they did anyway.
My frustration is identifying who did

I started researching the
Intercolonial Boring Company about a decade ago.
It was a company with a long history (established in 1888).
They were "Merchants, Engineers, Contractors" ... not
manufacturers.
Bris Vegas folk might recognise the Orient Hotel, and glimpses of St Johns Cathedral.
Also note the raised tramway control box!
The IBC Headquarters building survives to this day (as a hotel).
