Hoping this thread isn't closed but I had a similar issue of non-starting after the unit had been running ok.
I'm starting to see that the original owner has just bolted spare parts together to sell the mower.
Hope you can see the attached photos.
I also seem to have a GXV120 control linkage for the GXV140 engine. The attached picture of the linkage shows the choke fully closed with the cable adjusted so it is in the correct position. I'm also missing the protector plate.
I was concerned about the gaps around the choke flap and what looked like filing marks. I didn't notice the washer on the spindle until I looked at the pictures. Second picture show a close up of the choke flap.
I'm presuming this isn't what the Chinese copy carburettors should look like?
As a crude test I put a bit of petrol down the air inlet and the engine fired and ran for a few seconds then stopped.
The inside of the engine looked ok and I checked the lapped valves and changed the plug.
I guess I need a new carburettor. I can buy a new Honda one for �30 ($55 AUD) or a chinese copy for 1/4 of that price.
I'm starting to think the less I spend on this mower the better.

Hi Duncan that is all I do, just put a Chinese one on them because where do you think the expensive Honda one was coming from, China with an expensive price tag on it.
