Ha Bruce i have a victa power torque that wonn't rev above 3200. when i hit long grass it screams. it sounds terable when going from long to short grass .if i disconect the Govoner hose the rev increase to about 3800. I have removed carby and replaced all orings , rubbers and springs what do i do now. regards Ja

ja, Have you replaced the '0'ring under the starter housing?

starter O'ring has been replaced I checked bottom seal it looks ok. i even put a new head gasket on. the little valve on the decompressor has been cleaned and is working .thanks Ja

ja, Have you checked that both spring are in the carby (each side of the diaphragm)? Also have you checked that the cap over the diaphragm does not have a crack in it.
