victa power torque carby idle control

I have a victa power torque and I can't control the range of operating revs.
High speed can only be reduced slightly but not to an idle status.
I had the diaphram in upside down and could get an idle but the throttle operated over a short range and was decidedlty "bumpy" over the normal full range.
I suspect the problem is govenor related, HELP please
