carb bowel "spews"out fuel constantly and motor will not start, Unit is only just over one year old

I would say that you have a leaking needle. Just replace the needle and 'O' ring on the primer cap.

If the gas is spewing from the vent hole on the side of a float type carb., the float is either hanging up or has a leak in it. Take the float off and shake it by your ear. If you hear fluid sloshing around, it has a leak, won't float and must be replaced. Please post your results as you continue to troubleshoot.
